Layer one

Layer one — receive. A hand-crank radio needs no infrastructure at all and tells you what is actually happening. Every household should have one.

Communication fails in stages, not all at once: data slows, calls drop, texts still crawl through, and eventually the mast battery dies. A comms plan that assumes each layer will fail in turn keeps a household connected far longer than a plan that assumes the phone will work.

Why layers beat gadgets

People buy radios and never agree a channel or a time. Every layer below is useless without one thing agreed in advance: when you will attempt contact, and where you will go if you cannot.

What you need

  • A battery or hand-crank radio for receiving official information
  • Phones set up for SMS-first contact, with a fixed check-in time
  • An out-of-area relay contact everyone knows by heart
  • Optionally, a pair of licence-free handheld radios for short range within a few kilometres

Build the layered plan

    Layer two — text. Agree that in an emergency everyone sends SMS, not calls, and only at agreed times. Short texts queue and deliver when calls fail outright.

    Layer three — the out-of-area relay. Everyone texts one distant relative; that person holds the shared picture. Local circuits congest first, long-distance often does not.

  4. 04

    Layer four — short-range radio. Handhelds cover a neighbourhood or a worksite. Agree the channel, write it on the plan, and check batteries with the clock change.

    Layer five — physical. A note on the door, a fixed meeting point, a chalk mark. It sounds crude and it has never once failed to work.

  6. 06

    Test the whole chain once a year with a surprise check-in text at an awkward hour.

The mistakes that break contact

  • Repeated calling, which congests the network further and drains batteries
  • Numbers stored only in a phone that is now dead
  • Radios bought, never programmed, batteries flat
  • No agreed time, so everyone waits for someone else

Details most people get wrong

SMS survives congestion.
It uses the control channel and retries automatically for hours.
Handheld radio range claims are fantasy.
"Up to 10 km" means 1 to 2 km in a city with buildings in between.
Rechargeable radio batteries self-discharge.
Store alkalines separately, or check rechargeables quarterly.
Wi-Fi calling works if the router does.
Keeping a router alive on a powerbank preserves calls when the mast is overloaded.
Write the plan on paper
and put a copy in every wallet and bag. A dead phone should not mean a lost plan.

Common questions

Do I need an amateur radio licence? Not for a basic plan. Licence-free handhelds and a receive-only radio cover the household case; licensed radio is a hobby that happens to be useful, not a prerequisite.

Which channel should we use? Pick one primary and one backup, write them down, and expect the primary to be crowded during an event.

Where kit is worth the money

A hand-crank radio is the single best value item in emergency preparedness: no batteries to die, official information whenever you turn the handle, and usually a torch and a USB charging port on the same box. Everything else in this plan is agreement rather than purchase.
